The Summit is Westmount’s largest park, measuring almost 25 million square feet, or 57 acres. It is a little piece of country in the middle of Westmount, a haven for many nature enthusiasts and dog owners—but come spring there will be some ‘out-of-towners’ moving into the park.
The Summit is a designated bird and wildlife sanctuary; every year, several species of migratory birds arrive in the park starting in April.

It is important that the migrating birds be given a safe refuge to nest after their long journey. However, this does not mean that people and dogs are not welcome in the park. Rather, there are certain rules that are in effect in the spring that will help these migratory birds and the residents of Westmount create a mutually beneficial relationship.

James Novak, community relations officer for Westmount Public Security, explained that between April 15 and June 15, which is the migratory season, dogs must be kept on a leash at all times. “The area will be patrolled by foot, and residents will be warned or ticketed if their dog is not on a leash,” said Novak.

The ticket for having your dog off the leash during the migratory period is $75.

“We try to be civil about the ticketing, we will often give a warning before issuing a ticket,” said Novak. “Some people are just unaware of the regulations during this period.”

The vastness of the park and its many entrances can make the placing of appropriate signs a little tricky, according to Novak. “If the person has already been given a verbal caution, then they will be in our dossier, and they will get an infraction,” he said.

During January, February and March, dogs are allowed to be off the leash. During the summer and fall months dogs are allowed off the leash after 6 p.m. However, Public Security officers will still monitor the area. Owners of aggressive dogs that attack other dogs may be issued a warning, or asked to put their dog on a leash, said Novak. Warnings or tickets may also be issued if an owner does not pick up after their dog.

People are not discouraged from using the park during the nesting season. “We get a lot of different types of really nice birds,” said Novak.

The rules are put in place to protect this fragile urban woodland, and so the birds will continue to return each year and be able to create a safe nesting area.

Summit Park is listed as one of the best parks in the Montreal region for bird watchers. These rules are a means for the City of Westmount to try to maintain this special gift for all its residents and nature enthusiasts to enjoy. Many wild plant and flower species also thrive on the Summit. Residents are discouraged from picking or walking on any of the vegetation.
